First, where is that man's helmet? Second off, as per the description of the video, this isn't allowed by the state's transportation code. Scooters, such as the one seen in the video, are only allowed to be on a state highway as long as the speed limit is 35. So, not only is this individual not driving safely, but also driving illegally!
