Recently, the City of Killeen released a statement announcing that it will  have a Stage Four of its water conservation plan in late May. This follows progress by the Bell County Water Control and Improvement District No. 1 (WCID No. 1), which is nearing completion of two major infrastructure projects aimed at improving and strengthening the multi-city water system.

Once the exact dates are confirmed in May, WCID No. 1 and the City of Killeen will notify customers. As part of the upgrades, a 48-inch waterline will need to be shut down to complete its final connection to 5,000 feet of new steel pipe and a new 300-million-gallon concentrated storage tank.

Staying Hydrated Responsibly: WCID Project Requires Water Reduction

WCID No. 1 provides wholesale water services to over a quarter-million people, including residents of Killeen, Harker Heights, Belton, Copperas Cove, the Fort Cavazos military base, Nolanville, and the 439 Water Supply Corporation. Two-thirds of the total water supply to these areas flows through the 48-inch pipeline. The City of Killeen stated that all WCID No. 1 customers will be required to follow Stage Four of the drought contingency plan in late May. The plan outlines the following requirements:

Emergency Water Shortage Conditions

All requirements of stage 2 and 3 shall remain in effect during stage 4 except:

(1) Irrigation of landscaped areas is absolutely prohibited.

(2) Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other vehicle is absolutely prohibited (private and carwashes)

(3) All outside water uses are prohibited, except for fighting fires and for animals.

Laundry mat services are also prohibited, along with refilling pools (outlined in Stage 2). To review the City of Killeen Water Conservation and Drought Contingency ordinance in its entirety, please visit www.KilleenTexas.gov/WaterConservation.

The 48-inch pipe was originally installed in 1975 and there have been several water main breaks as a result of the pipe’s age.

If water usage from residents and businesses is reduced enough, a boil water advisory may not be necessary. If water usage depletes storage levels, WCID confirms it will issue a mandatory boil order for public health and safety.
