Phyllis Jones and her constituents recently found out that for the last 40 years the Water control and Improvement district that owns the water rights for Killeen, Heights, Nolanville, and Fort Hood has not been letting the public know about their elections, in 2017 she found out about their elections and got two people to run in the 2018 elections and they won.

Now the public is going to their meetings and allegedly the board wants to change the process and do Appointments instead of elections.
