Eight children - two of whom were chained and tied up in the backyard - were rescued from a home in San Antonio Friday morning.

According to a press release, Bexar County Sheriff's Deputies discovered the children while investigating a report of a child crying non-stop for "a long period of time" outside a house in the 8100 block of Chipping around 11:45 AM.

There, they discovered a 2-year-old child chained to the ground by his ankle in the yard and a 3-year-old girl tied to a door with a dog leash. Six children ranging in age from 10 months to 13 years were discovered inside of the home. None of the children were being supervised.

The toddlers bound in the yard were transported to Christus Santa Rosa Children's Hospital to undergo treatment for "a variety of issues", while the others were placed in the custody of child welfare authorities.

While police were rescuing the children, two adults arrived at the home and were taken into custody.

Police say one of the two - 34-year-old Porucha Phillips - is the mother of the six children inside the home and was responsible for the care of the toddlers bound in the backyard. She's been charged with two, third-degree felony charges of injury to a child by omission. She was booked into the Bexar County Jail at 1:41 PM.

The father of the children was also taken into custody. Authorities say charges are pending against him.

Authorities were searching for the parents of the children bound outside Friday afternoon.
